Time Out says

Popular Harajuku café Neel opened its second Tokyo location in Nakameguro (there’s also an outpost in Osaka). It’s located a block off the serene Meguro River, set in a chic turquoise-coloured house.

The café is open from 9am, so you can easily grab a quick breakfast here. For lunch, the café offers its signature katsu sandwich, tartine and sweet sugar-butter crêpes.

The decadent mille crêpe parfait is worth considering, as it features rolled up milk crepes topped with vanilla ice cream, walnuts, thyme and lemon zest. Coffee wise, it’s Kenyan, which has a distinctive light, fruity aroma. The Setouchi lemon black tea is good, too, especially when paired with the crêpes.
