Time Out says

Located at the bottom of Keyakizaka-dori, inside Roppongi Hills, Roppongi Tsutaya Shoten is open from 7am until 12midnight, making it constantly crowded and also popular with foreigners (there are various embassies in the vicinity). On the first floor you’ll find a vast range of books and a Starbucks café. The books focus on architecture, design and food and attract a like-minded clientele; Starbucks provides a fitting place to meet friends, chat and socialise. Notably, Tsutaya allow their customers to take books off the shelves and read them in the café – which makes for an ideal opportunity to peruse a range of books that you might not normally buy whilst relaxing over a cup of coffee. On the second floor you’ll find a bar as well as an exhibition space where art works are rotated regularly.
