Time Out says

When Vincent Van Gogh's 'Vase with Fifteen Sunflowers' sold for a then-record US$39.7 million in 1987, the painting found its way into the permanent collection of this gallery owned by Sompo Japan Insurance Inc. Housed by the company's headquarters in Nishi-Shinjuku, the Sompo Japan Museum of Art is also the proud owner of Paul Cezanne's 'Pommes et Serviette' and Paul Gaugin's 'L'Allee des Alyscamps, Arles', though these extravagant Bubble-era purchases are far outnumbered by the 200-plus works by 20th century artist Seiji Togo. The museum's special exhibitions tend to focus on European art, though also include an annual competition to support up-and-coming Japanese artists.
