Time Out says

The Tori no Ichi festival, celebrated in order to pray for wealth and good fortune, has been held in the Kanto region since the Edo era. Every November, on the days of the rooster (tori, one of the twelve signs of the Chinese zodiac), this Asakusa temple and nearby Otori Shrine are filled with stalls and revelers, many of them coming for the traditional kumade rakes. The area gets very crowded in the evening, so go during daylight hours if you have the chance.
