Time Out says

Known as one of the three ‘great festivals’ of Edo (along with the Sanno and Kanda festivals), the matsuri at Fukagawa's Tomioka Hachimangu shrine takes place annually, but is celebrated in all its glory only once every three years. 2019 marks two years after the big spectacle, but visitors can still look forward to mikoshi (portable shrines) processions, rowdy dance performances, and plenty of people throwing water on the participants (on Sunday August 12 only).
